Great question. The "non-locking" feature in the Avery Framed View Heavy-Duty Binder is a feature that allows you to open the binder rings apart without having to push down on the bottom or top booster. The booster is on metal lever that locks the rings in place so they will not open when the booster is in the locked or closed position. This is a time saving feature that is unique to the Avery Framed View Binders, and considered a value add to this product.
