We have a cabinet large enough to hold x-ray sized (18" wide) hanging files, but it is old and needs a frame insert. Do you sell these or do you know who does?

Aftermarket hanging file frames are sized for letter and legal-sized files, so it looks like you need to install a new set of hangrails. Without knowing the manufacturer or size of your cabinets, I can't point you towards a hangrail set that will fit your cabinet and solve your problem. I recommend you contact the manufacturer of your file cabinet for replacement hangrails.
