Does the 2 1/2 include the wood? We have a deck we need to be able to sweep and the broom must go under the bottom rail.

The bottom rail used to be 6" and we could sweep leaves and shovel snow under it. The contractor said he had to make the new bottom rail 3" per code and now nothing will go under it. Need to push leaves and snow under railing and need something short and strong enough.
