The NSN3176140 SKILCRAFT Dual Action Mechanical Pencil needs .7mm leads to work properly.
Once you have the proper leads:
Pull the two ends of the pencil apart (the back part includes the clip, the front part is a little longer).
Insert the lead into the front part.
Push the two parts back together.
