Thank you for your question about BIC Cover-It Correction Fluid.
BIC Cover-It Correction Fluid has a shelf life of 18 months if you keep it capped when not in use. I don't have any official BIC recommendations for thinning old or dried out correction fluid, but one tip I've seen on a few websites is adding a drop or two of water or nail polish remover, then shaking the bottle. I've never tried this with correction fluid, but I have with nail polish, so I think it might work. Definitely worth a try!
