Thank you for your question about the HP Paper Tray for Officejet 8600.
The HEWCN548A paper tray only functions as a back up for Officejet 8600 paper tray. Your printer automatically pulls from the HEWCN548A tray when the first is empty. There is no way to dedicate one tray or the other to a specific type of media.
You can sort of approximate a dedicated tray by keeping all your regular office paper in the HEWCN548A tray, and keeping the top tray empty. When it's time for an envelope run, load them in the empty Officejet tray. Just make sure you remove any excess envelopes from the tray when you are done with the run. The 8600 printer will always automatically pull paper from the top tray, even if it's loaded with the wrong size media for the job. The only way to get around this is to keep you paper in the extra HEWCN548A tray, and the top tray empty.
