This stand does not use locking casters, but it is designed to rest still on even floors. The weight of your printer keeps the stand immobile until moved. The wheels require certain amount of force to turn so the stand stays where you put it.
If you are using your printer stand on an uneven floor, it's best to go with one with locking wheels. Some recommended options:
