Hi Kristin,
Thank you very much for your question. The Carter's Felt Stamp does not have permanent ink option. All the Avery stamp pads are going to be non-permanent water based ink stamps.
I did check and all the ink pads that we stock are used for typical stamp uses like dating, self inking, or even for finger printing. I am sure that someone who gets a finger print with permanent ink would not be really happy!
Here are all our other ink stamp pads.
