These are great questions. These flat file trays come with to trays to a pack that stack similar to a desk try and only provides one shelf surface per tray. The 25 lbs weight is referring to the weight of the total carton in shipment and would break down to each tray weighing approximately 12 lbs. The center is is stable for normal stacking and each tray can accomodate up 40lbs.
