I have been advised that the pen you may be looking for is the recycled retractable pen. It does NOT have US Government printed on the pen itself, but is similar to the pen you describe. Due to the recycled nature, it is not as glossy, and has more of a matte finish to the plastic barel.

This pen is available in both Fine Point and Medium Point black ink.
