Thank you very much for your question. I just so happen to have one of these pens at my desk. Been using it for years and very happy with its performance and use it daily. It does in fact say "SKILLCRAFT-U.S.GOVERNMENT" exactly. I would consider this pen one of the most durable pens I have ever used. Hope this helps.
Concerning your question about JWOD. That acronym stands for "Javits-Wagner-O'Day Act". This act is for the Committee for Purchase From People Who Are Blind or Severely Disabled, the independent federal agency that administers the AbilityOne Program.
It may make you feel better that the AbilityOne Program is the largest employer for people who are blind or have other severe disabilities in the US. More than 600 non-profit companies participate in this program, about 1,000 locations representing 40 government agencies.
Also, not sure if you know this or not but this pen is made from recycled plastic. Specifically, the barrel consists of 50% recycled plastic and the cap is made of 100% post-consumer recycled materials.
